Meta rates for MENA, effective 1 October 2026
Figures below are Meta’s list rates in US dollars per delivered message, from the rate card effective 1 October 2026. Utility and authentication are before volume-tier discounts. Service replies are free for the first 1,000 each month per business phone number, then charged at the rate shown. Saudi Arabia, the UAE, Kuwait, Egypt and Iraq can also have a higher authentication-international rate; that rate is on Meta’s pricing page, not in this table.

Lebanon has no rate of its own. Meta prices it with Bahrain, Jordan and Yemen. Kuwait, Qatar and Iraq are separate markets. This table is a snapshot: open Meta’s rate card before you lock a budget.
Platform fee
Best SMS Bulk adds a platform fee for Cloud API access, template workflow, the multi-agent inbox and support. The amount is on the plan at signup. It is not a hidden setup charge, and it is separate from the Meta rates above.
How to estimate cost
- Split monthly volume into marketing, utility, authentication and service replies, by recipient country.
- Apply the table. Use the recipient’s country, not your office.
- Add the Best SMS Bulk plan fee.
- Compare OTP on WhatsApp with OTP on SMS for the same journeys.

Is WhatsApp Business API free?
No. Meta charges per delivered message by category and by the recipient’s country. Best SMS Bulk adds a platform fee, shown at signup. The first 1,000 service replies each month on a business number are free; after that they are charged.
Do I pay Best SMS Bulk or Meta?
You pay Meta’s message rates, through the Business Solution Provider flow, plus Best SMS Bulk platform fees for the API, inbox and support. Both parts are explained at signup.
How much is a WhatsApp marketing message in Lebanon?
On Meta’s rate card effective 1 October 2026, a marketing message to a Lebanese number is $0.0392. Lebanon is priced with the Rest of Middle East region. Utility and authentication list rates are $0.0091 before volume discounts.
